In a landmark initiative that could redefine digital education, OpenAI has cemented a pioneering partnership with the Maltese government, granting all citizens complimentary access to ChatGPT Plus for an entire year—provided they successfully complete a government-sanctioned AI literacy course.
The agreement, described as the first of its kind globally, aims to enhance AI understanding among citizens, removing barriers to technology and fostering a more informed populace. Announced on Saturday, the program reflects Malta's ambition to integrate AI into everyday life, transforming it from an abstract concept into a practical resource.
“Malta is the first country to launch a partnership of this scale because we refuse to let our citizens stay behind in the digital age,” declared Silvio Schembri, Malta’s Minister for Economy, Enterprise, and Strategic Projects. He emphasized that the initiative's objective is to enable families, students, and workers to harness AI’s potential responsibly.
Developed in collaboration with the University of Malta, the AI literacy course covers essential topics such as the fundamentals of artificial intelligence, its capabilities and limitations, and responsible usage in both personal and professional contexts.
The Malta Digital Innovation Authority will oversee the program’s rollout, with the initial phase launching this month. As more residents, alongside Maltese citizens abroad, complete the training, the initiative will expand to include a wider audience.
This partnership aligns with OpenAI’s broader initiative known as OpenAI for Countries. Through this program, the company tailors its strategies to suit individual nations’ priorities, including education, workforce development, and enhancements to public services. The recent collaboration with Estonia, which provided ChatGPT Edu access to secondary school students and educators, exemplifies the company’s commitment to innovative educational solutions.
OpenAI has also ventured into partnerships with governments beyond Europe, including a strategic agreement with the U.S. Department of Defense focused on deploying AI models within classified military networks.
